Arrival Numbers Continue to Increase

In its latest update, the UNHCR reports that 12,889 South Sudanese refugees arrived in Uganda in just one week: January 18, 2017 to January 24, 2017. The report explains, "The arrival rate has continued to increase, with a daily average of 1,841 new arrivals, compared to 1,689 in the previous week." New arrivals are being sent to Palorinya Settlement in Moyo district, which has received 56,947 refugees since December 9, 2016. Continued progress is reported in Bidibidi Refugee Settlement (where RMF is UNHCR/OPM Health Implementing Partner) and other locations.

In its latest emergency update, the UNHCR reports that the number of South Sudanese refugees fleeing to Uganda has significantly increased in the past 7 days: "24,814 people arrived in the last week, compared to 18,703 and 17,133 in the previous two weeks." The report further explains:

In the course of 2 days, September 1, 2016 and September 2, 2016, the UNHCR’s emergency update reports that 3,838 new South Sudanese refugees arrived in Uganda. The update explains further:

13,878 refugees arrived in Uganda during the past 7 days, compared to 7,174 during the previous 7-day period. 104,771 South Sudanese refugees have arrived in Uganda since July 1, 2016, according to field reports. New arrivals in Adjumani described looting, kidnapping, sexual assaults, and general violence in Eastern Equatoria. The South Sudanese refugee crisis continues, with 4,854 people fleeing to Uganda in the course of 3 days. The UNHCR emergency update reports that from August 27, 2016 to Autust 29, 2016:

New arrivals from various regions of South Sudan reported fighting, looting, and killing. The UN High Commissioner for Refugees, Filippo Grandi, visited Adjumani to assess the emergency response to refugees. 1,362 refugees were transported to the new Bidibidi Refugee Settlement, bringing the total number relocated there to 31,902. The new Bidibidi Refugee Settlement received 10 wheelchairs. 137 people at Bidibidi Refugee Settlement participated in a gender-based violence…

Since the fighting began again in Juba, South Sudan in early July 2016, thousands of South Sudanese have been fleeing the country. By July 28, 2016, the time of this report, 45,891 of these refugees had arrived in Uganda. Hundreds and thousands of new arrivals enter Uganda each day, filling transit centers, reception centers, and refugee camps to overflowing. On July 28, 2016, UNHCR’s emergency update reports:

"The ramifications of the latest outbreak of fighting for South Sudan’s already-traumatized population have been significant. Bingo speaks of markets and shops being looted and of only two weeks’ worth of food being left in the capital. Countries including India and Uganda have begun mass evacuations of their citizens from Juba, with the latter bringing some 38,000 people back to the country in Ugandan military convoys. "A Cholera outbreak has been confirmed in Juba after 10 (77) of the samples tested positive for Vibrio Cholera Inaba in the National Public Health Laboratory. The IHR focal person has been informed to contact relevant partners. The response system continues to transport new arrivals to reception centres from where they are allocated plots in settlements. Of yesterday’s arrivals in Elegu, by yesterday evening some 550 were transferred to reception centres. Capacity is being strengthened at Elegu to ensure that life-saving services, including medical screening and distribution of high energy biscuits, is able to meet the needs of new arrivals while they await their transfer.

In light of more armed conflict in South Sudan, UNHCR’s inter-agency report states that "Uganda has so far not received a significant increase in refugee influxes from South Sudan." This could be because, "according to refugees, despite the ceasefire between government troops and armed groups, the road from Juba to Uganda continues to have a number of road blocks and checkpoints, hindering people’s abilities to move freely." Health statistics for Southern Sudan indicate the enormous need for more qualified health staff. For example, the country has the highest maternal mortality rate in the world – 2030 deaths per 100,000 births; 135 out of every 1000 Southern Sudanese children die before their 5th birthday, and there is 1 doctor for every 100,000 people1.
